Japanese technology company Polimill has developed QommonsAI, an AI platform built on OpenAI technology that is currently utilized by approximately 1,050 municipalities and 550,000 public employees across Japan. Released in October 2024, the system was designed to reduce administrative workloads in local government, providing specialized AI tools for assembly responses, public services, social welfare, and legal search.
To address the challenge of fragmented municipal data, Polimill collected and standardized assembly minutes and administrative records nationwide, establishing a centralized search foundation powered by GPT models. According to Polimill, the company also integrated OpenAI Codex across its software engineering workflows to accelerate platform development while embedding administrative control features to meet public-sector audit requirements.
